A large, complex public sector body is seeking a Capital Accounting Manager to take ownership of its multi-million-pound capital programme - ensuring the effective delivery, governance and financial sustainability of a diverse portfolio of major projects.

The key duties of this Capital Accounting Manager are as follows:

  • Lead and develop a small team of Finance Business Partners and a Trainee Accountant, strengthening capability, scrutiny and challenge across the capital portfolio.
  • Oversee the full cycle of capital accounting - from budget setting and monitoring through to close down, ensuring robust financial governance and accuracy throughout.
  • Review, consolidate and challenge capital forecasts and management accounts, providing insight into risks, opportunities and emerging pressures.
  • Support the implementation of an enhanced capital strategy and governance framework, including the scoring and prioritisation of investment projects.
  • Work closely with senior stakeholders across regeneration, housing, digital transformation and asset management to ensure investment decisions are financially viable and strategically aligned.
  • Contribute to external funding bids and develop links with revenue teams to ensure the long-term financial impact of capital projects is clearly understood.

This is a unique opportunity to take a leading role in an ambitious, forward-looking organisation delivering an investment programme of over £180 million across housing, regeneration, infrastructure and digital transformation. The successful candidate will play a pivotal part in shaping a high-performing, engaged and proactive capital finance team, empowering colleagues and strengthening their influence across the organisation.

The successful candidate will be:

  • A fully qualified accountant (CCAB or equivalent) with proven technical expertise in capital accounting.
  • Experienced in, or the desire to manage & develop finance staff.
  • Skilled at interpreting and challenging complex capital information, with strong analytical ability and a collaborative style.
  • Confident influencing senior stakeholders and contributing to strategic decision-making.
  • Ideally, a background working in the not-for-profit or public sector, but this is by no means essential.

This role offers a hybrid working arrangement, with the team typically attending the office a few days per week.
