A large and well-established public sector organisation is partnering with Robertson Bell to recruit a Finance Manager on a permanent, part-time basis. This is an excellent opportunity to take ownership of a significant finance function, working closely with senior stakeholders to deliver accurate financial planning, reporting and advice.

This is a varied role covering budgeting, forecasting, management accounts, month end, financial controls and team management. The successful candidate will be comfortable working both strategically and in the detail, with the confidence to challenge senior stakeholders and provide practical financial advice.

The role

  • Lead the annual budgeting and in-year forecasting processes, working closely with senior operational stakeholders.
  • Produce accurate monthly management accounts, highlighting variances, risks and opportunities.
  • Lead month end processes, including control accounts, balance sheet reconciliations, accruals, prepayments and other key accounting processes.
  • Monitor performance against budget and provide recommendations to address financial risks and variances.
  • Provide financial advice to budget holders and senior leaders, helping inform operational and strategic decisions.
  • Oversee day-to-day finance processes, ensuring transactions are accurate, timely and compliant with financial regulations.
  • Support payroll processes, including reconciliation and analysis against budget.
  • Lead year-end processes through to trial balance and support the external audit.
  • Maintain strong financial controls and continuously improve processes and ways of working.
  • Line manage and develop two finance staff.

The organisation

The organisation is a large and well-established public sector body with a significant operational footprint across the region. It has a well-established finance function and strong central support, whilst giving individual areas a high degree of ownership over their finances.

This is a busy, high-volume environment where the Finance Manager will have genuine responsibility and visibility. The successful candidate will work closely with senior stakeholders, providing financial insight and challenge while ensuring budgets are well managed and financial information remains accurate.

Essential criteria

  • A recognised accounting qualification or AAT Level 4, with part-qualified ACCA, CIMA or ACA candidates also considered.
  • Strong experience across management accounts, budgeting, forecasting and month end.
  • Experience with balance sheet and control account reconciliations.
  • Experience managing or supervising finance staff.
  • Strong Excel and financial systems skills.
  • Excellent communication skills, with the confidence to advise and challenge senior stakeholders.
  • A proactive approach with the ability to work independently and get into the detail when required.
  • Public sector experience is desirable, but not essential.

The role is 30 hours per week during term time, plus five inset days and four additional weeks.

The organisation offers a flexible approach to hybrid working, with greater on-site presence expected initially before a more flexible working pattern can be agreed.
