Robertson Bell are excited to be partnering exclusively with the Government Commercial Function to recruit an Assistant Finance Manager on a 12 Fixed Term Contract, into office locations across York. This role is a maternity cover contract and joins the organisation during an exciting period, as they migrate operations from London to the North of England and Scotland. 

The key responsibilities are:

  • Establishing and managing the cost recovery process for services that are recharged to government departments and any other public bodies. This includes establishing points of contacts, creating end-to-end processes with key controls and ensuring that information can be validated in order to on-charge accurately and within agreed timeframes. 
  • Reviewing, analysing, accruing and correcting journals, as needed, during the month end cycle to ensure each cost centre data is correct. This will involve creating and managing effective tools to run this process smoothly within tight deadlines.
  • Working with a wide range of stakeholders as outlined above; having the ability to work collegiately and balancing that with suitable and appropriate challenge and scrutiny.
  • Working closely with designated budget holders and service delivery teams to effectively manage the cost recovery process and manage budget targets.
  • Supporting the preparation of monthly management pack and monthly central reporting is required in an accurate and timely fashion.  
  • Ensuring compliance with internal policies & procedures, financial reporting standards, including principles around managing public money and FReM.
  • Building an in depth understanding of the Commercial Capability Programme, and how it operates and fits into the wider civil service.
  • Undertaking ad hoc work and projects to support the Capability Programme and the Government Commercial Function.

The Government Commercial Function is a cross-government network procuring or supporting the procurement of goods and services for the government. Within that sits the Commercial Capability Programme (CCP), which develops commercial and contract management capability across all government departments and is expanding into other public bodies too, making for a unique and exciting opportunity to join the organisation.

Essential requirements:

  • Recent Accounts Payable and Accounts Receivable/Cost Recovery experience, in particular administering recharge data and handling customer queries.
  • Solid month end experience, including the preparing and analysing prepayments, accruals and journals.
  • Adaptable and resilient, willing to review role and priorities to meet the current and future needs of the organisation.
  • A team player, willingness to work collaboratively, reliable and consistent to produce quality outcomes.
  • Good written and verbal skills, excellent interpersonal skills and ability to build and maintain strong working relationships with stakeholders, demonstrating an ability to engage effectively and influence others.
  • Strong organisation skills, ability to manage conflict/ urgent tasks and manage expectations. The ability to remain professional whilst working at pace.
  • Good analytical ability and demonstrable experience of using your own initiative
  • Experience with full suite of Microsoft Office products, including intermediate level Excel.
  • Experience with Oracle, Hyperion or equivalent ERP.
