Civil Service HR (CSHR) is committed to building the capability and skills of the Civil Service. CSHR plays an important role in the smooth-running of Government and has a key role to play in supporting departments to build the Civil Service we need to meet the challenges ahead of us. This role sits within CSHR Operations who provide finance, planning, performance, digital and commercial support to all areas.
As the Head of Finance for CSHR, the jobholder will have overall responsibility to lead and support the Finance Team of circa 17, based between London and Newcastle.
Key responsibilities include:
*Overall management of the finance team, providing support and guidance and utilising the strengths of the people, ensuring they have the capability to be effective now and in the future.
*Providing visible and approachable leadership to the teams, maintaining a continuous dialogue with staff in respect of change, performance and celebrating successes.
*Role model leadership behaviours that emphasize an inclusive and participative approach to management and tackle inappropriate behaviours or poor performance.
*Providing accurate and timely financial reports and updates to the Senior Management Team and other key stakeholders across government as well as strategic suppliers, highlighting key risks and areas of uncertainty.
*Taking full ownership of funding for the Expert Services, including the overall strategy behind the current process, the mechanisms for payment, updates to the schedule and hosting arrangements with Cabinet Office.
*Leading an effective and engaging planning exercise for Expert Services and CSHR to feed into the wider CO Business Planning process.
*Preparation and challenge of the financial elements of the Spending Review 2019. Working with teams and key stakeholders across the organisation and wider Cabinet Office to understand business funding requirements throughout the next spending review period.
The successful candidate will be a qualified accountant (ACA, ACCA, CIMA, CIPFA) who has strong business partnering experience, able to build credibility and influence at all levels. The role will require an individual with a passion for delivering change and the personality to lead and influence people throughout the department. You will be the visible lead in the organisation therefore require credibility and professional expertise to help support the department, while demonstrating significant technical experience of delivering wide-ranging regulatory guidance and solutions in a commercial environment. The role will also lead on building an effective strategic relationship with the central Cabinet Office finance team and other key stakeholders, creating a smooth transition for those teams new to Cabinet Office.
National: £54,430 – £65,308 London: £58,652 – £70,877 – The role may also attract an Accountancy Allowance – £5,000 fully qualified
Please note that this role requires SC clearance, which would normally require 5 years’ UK residency in the past 5 years. This is not an absolute requirement, but supplementary checks may be required where individuals have not lived in the UK for the required period. This may mean that your security clearance (and therefore your appointment) will take longer or, in some cases, not be possible.
